How to change Windows Starter Desktop

We have around 5 or 6 version of win7. In these category when you want to change the desktop most of them will allow you to change it but windows7 starter will not allow changing the desktop until you have intalled a third party software called "Oceanic". Just google it for the download link after that install it in the computer/laptop/netbook.
It will create a shorcut in your desktop and where you will see a picture in you desktop like old comic characters in a piece of paper clipped in the wall. If you see it that mean you have correctly installed the programe.
Now click the shortcut from the desktop and it will open the window where you have to choose the option desktop and select the folder and the picture you want to put it in you desktop and then save it. That't it, you are done.
